This is going to be your one stop shop for everything related to your place of residence. When you first arrive in Kesennuma, you’ll be taken to register as a resident here. In the event of a move within the city, you’ll need to submit change of residence paperwork here. When you apply to convert your foreign driver’s license to a Japanese one, you’ll also be coming here to get a juminhyo 住民票 (proof of residence document). Lastly, in the event you will moving from Kesennuma (either to a different city in Japan, or returning to your home country) you will be required to submit a tenshutsu todoke 転出届 (move-out notice) here. In your day-to-day life though, you probably won’t be coming here very frequently.

Provided you have the right amount of postage, you can send all regular domestic mail by dropping it in any one of the red JP Post mailboxes situated in various locations throughout the city. (Most convenience stores usually have one out front.) To send international mail or packages through JP Post’s Express Mail Service (EMS) you’ll need to go in and have one of the clerks help you. Just tell them you want to send something internationally through EMS. Most of them don’t speak English, but they are all very nice and willing to help you do whatever you need to get done.

Hopefully you will not have to frequent the hospital too often, but it is the only place that provides certain services and specialists. While there are many private clinics around Kesennuma, you may still be referred to the hospital. With a few exceptions, in most cases you cannot make a booking. If you are going for the first time, make sure to bring your health-care card and some money. You will need to go through to the front desk which is located on the first floor, go straight until you hit the main waiting room and turn right (it isn’t very obvious). The desk is only open from 8:30am-11am. You will be given forms to fill out and advised of the next step at the waiting room. After your appointment, you will be called up to pay and will receive your hospital card which you can use when you visit from then on. You can use your card to sign yourself in from 7am at a computer at the entrance next time you visit. If you have an emergency you can go anytime, any day.
